The Town & Country Board of Aldermen unanimously approved a contract with Horner & Shifrin Inc. on May 26, authorizing $61,210 in funding for Phase 2A of the Topping Road Pedestrian Improvements Project. The firm will support city personnel with inspection, testing, and project administration services.
Phase 2 will enhance the stretch from Topping Estates to Old Colony Lane during the upcoming summer construction season, with completion targeted for November. The earlier phase successfully upgraded the sidewalk between Clayton Road and Topping Estates Drive while resurfacing the entire Topping Road corridor.
The Public Works Commission endorsed the agreement during its April 20 session, which encompasses construction engineering and material testing services. According to documentation submitted with the measure, these services will verify compliance with Federal Highways standards and requirements.
Upon completion of payments for services rendered, the city will receive $23,500 in reimbursement for this phase through available grant funding. The comprehensive grant program covers all project phases with $315,233 in total support, representing 50% of the overall project expenditure.
The federally-funded Transportation Alternatives Program (TAP) grant operates under the administration of the East West Gateway Council of Governments. Mayor Charles Rehm commended the city staff’s success in obtaining grants for sidewalk development, street upgrades, and park improvements. He emphasized that enhancing pedestrian safety to access the Clayton Road Trail was instrumental in prioritizing this initiative.
